The Government of the Republic of Armenia has approved the draft decision, according to which, on the basis of the Decision of the Government of the Republic of Armenia No. 2326-N of December 28, 2023, within the framework of the agreements concluded between the Ministry of Finance of the Republic of Armenia and the relevant financial organization, the obligations of particular physical persons who have consumer loans with gold collateral, as well as the obligations for bad loans of physical persons meeting the same criteria and as of November 8, 2023 (except for bad loans as of September 30, 2020), transferred to the Government of the Republic of Armenia, are forgiven.
Beneficiaries of the decision can submit an application to the RA Ministry of Finance to sign the debt forgiveness agreement by hand; by mail; by e-mail, sending the application to the e-mail address secretariat@minfin.am, or through the unified portal for online requests www.e-request.am. Based on the application, the Ministry draws up a debt forgiveness agreement and, in order to receive a copy of the latter, notifies the applicant about the day and time to appear at the RA Ministry of Finance using the phone number or e-mail address specified in the application.
On the day and time specified in the notification, the applicant appears at the Ministry of Finance of the Republic of Armenia, signs and receives his copy of the debt forgiveness agreement.
The Ministry of Finance of the Republic of Armenia summarizes the signed debt forgiveness agreements of each day and presents them to the relevant financial organization in order to release the collateral items from the pledge. Then the applicant receives a notification by e-mail that he can approach the financial institution and receive the collateral.
Payments of the envisaged obligations, made before the entry into force of this decision, including full repayments, can be returned to the respective debtors, provided that the latter will apply to the Ministry of Finance of the Republic of Armenia with such a request within one month after the entry into force of this decision.
