Discussion of the Draft State Budget for 2019 at the RA NA Standing Committees

At the joint sitting of the NA Standing Committees on State and Legal Affairs and Protection of Human Rights, on Financial-Credit and Budgetary Affairs, the budgetary discussions continued.

Atom Janjughazyan presented the revenues and expenditures envisaged by the RA Draft Law “On the State Budgetof the Republic of Armenia for 2019” regarding state and judicial authorities and staff of the Human Rights Defender.

Acting Finance Minister touched upon several key features of the RA Draft Law “On the 2019 State Budget of the Republic of Armenia”. “The first is a complete set of fiscal rules adopted last year. While drafting the restrictions related to public debt were also taken into consideration”, - said Janjughazyan and noted that the programs of the current year include off-budget turnover as well.

 “There has always been a concern that extra-budgetary operations contain more risks than budgetary operations”, - said the Acting Minister. “The total amount is AMD 28 billion, which is included in the 2019 draft budget. There is also a package of projects, which envisages that off-budget accounts will cease to exist and will be included in the state budget within the framework of common rules”, - said Janjughazyan.

It was also touched upon the inflated public administration system and the ratio of senior staff-employees. According to the Minister of Finance, currently the process of structural changes is underway.

Thereafter the responsible persons referred to the state budget allocations in their spheres and the programs to be implemented next year.

The discussions of the Draft State Budget for 2019 will continue at the joint sitting of the RA NA Standing Committees on November 5.
