Workshop on Modern Leadership and Capacity Building in Public Sector (PADOS II) in EU Eastern Partnership Countries

On March 7, a workshop within the framework of the Project “Modern Leadership and Capacity Building in Public Sector (PADOS II) in EU Eastern Partnership Countries” took place at the RA Ministry of Finance, which was organized jointly by the RA Ministry of Finance, the RA Civil Service Council and the Finnish Institute of Public Management (HAUS).

The workshop was attended by the RA Minister of Finance Vardan Aramyan, the Chairman of the RA Civil Service Council Manvel Badalyan, HAUS Managing Director Anneli Temmes, representatives from the RA Ministry of Finance, the RA Civil Service Council and the Ministry of Finance of Finland, as well as specialists in HR management of different agencies of Armenia.

The RA Minister of Finance Vardan Aramyan highlighted the role of such events, noting that the Ministry of Finance attaches great importance to human resource management.

 “In the Ministry of Finance, we aim to develop two key directions: human resource management and introduction of digital technologies. The workshop gives an opportunity to make comparisons and parallels between the experience of the world and that of ours”, - said Minister Aramyan.

The Chairman of the RA Civil Service Council Manvel Badalyan mentioned that this project is a successful platform for advanced knowledge and experience with modern trends of improvement and efficiency increase in the public administration of the Eastern Partnership. “This project has contributed and continues to contribute to the management system reforms in our country. Our commitment to implementing reforms derives from a number of priorities such as to increase the effectiveness of state bodies, to better manage human resources in line with the strategic objectives of the state, to ensure accountability, transparency, professionalism and so on”, - noted Manvel Badalyan.

Managing Director of the Finnish Institute of Public Management (HAUS) Anneli Temmes expressed her appreciation for the effective and continuous cooperation with Armenian partners and underlined that developing public leadership and HR are the key elements to reform the public sector and build a well-functioning public administration.

Representatives of the RA CSC, the Ministry of Finance of Finland and the Finnish Institute of Public Management (HAUS) delivered reports during the workshop, which was followed by a discussion on the envisaged reforms of the field.
